The Project “Postgraduate Studies for Managers and Entrepreneurs” is the recent undertaking of the Association, and is considered to be the largest educational initiative of this type in Europe. It was granted with a 12 million Euro budget, coming from European Social Fund (EFS) and was based on the cooperation between 14 Partners – Members of the Association, forming the Consortium.
The Project was submitted in response to the Call by the Polish Agency for Enterprise Development (PARP), as Implementing Institution, within the Operational Program: Human Resource Development, Priority 2: Development of a knowledge-based society, Activity 2.3: Personnel development in a modern economy, Scheme a: Improvement of personnel skills and qualifications.
The Project activity consisted of pursuing postgraduate studies at 14 Consortium universities, including economic, technical, managerial and business schools, covering most regions of the country, at the cost of 1/5 of their market price. Such a low price and differentiation of an offer, combined with high quality courses monitored by the EU, constituted a very attractive offer for enterprises, encouraging them to enroll staff.
The Project aimed to train, within the courses provided by its Partners, about 10.000 employees from March 2006 till December 2007. Final beneficiaries of the Project were managers and the personnel of small, medium and large enterprises in Poland, with the exception of the coal industry. The main criterion for recruitment was the employment status (entrepreneur) and level of education (university degree).
It is noteworthy that the Project was particularly beneficial to small and medium enterprises (SMEs), as they need to reinforce their competitive potentials in the European marketplace and in the knowledge-based economy. Therefore, 80% of the cost of study for employees coming from SMEs was subsidized, compared to 60% for employees from large companies.
The Participants designated the Association “Education for Entrepreneurship” to be the Project Leader.
As the Leading Partner EDP took over the full responsibility for management, communication, implementation and co-ordination of activities among the involved partners. To fulfil this duty a separate unit - Organizational Office was established. Its’ main responsibilities except the mentioned included: financial settlements and reporting, promotion activities and evaluation of the project.
The Association also bore legal responsibility and liability for the whole partnership.
